Quarterly Reports Due January 31, 2026

If you held a 2025 license at any time during the 4th quarter of 2025, you MUST submit your LE-21 Quarterly Report form by January 31, 2026. It is important to remember that the report specifically covers the activities from October 1 through December 31, 2025. Reports filed after this date will be assessed a $75 late filing fee.

Use our online filing system for quarterly report filing, as filing these reports online is cheaper than filing paper forms. You may still access all paper forms via our website, including all daily forms.

Please make sure to provide copies of daily forms for progressive bingo (LE-34a), progressive pull tabs (LE-31a), and progressive raffles (LE-34c) with your submission. The progressive bingo forms should be updated after each bingo occasion and the pull tab and raffle forms should be updated regularly.

Online Acceptance Successes

We are happy to report 96% of groups are consistently filing their quarterly reports online. This leaves only 27 total groups that are not filing electronically. Quarterly reminders will continue to be sent to those still filing by paper regarding how to create your online account. You will receive this for each paper quarterly submission you continue to file. Remember, fees for online filing of quarterlies are cheaper than those for paper filing, and your filing or renewal will not be held up by waiting for the mail to be delivered to our office. If you would like to start the process of going to online filing, please refer to your mailed reminder or contact our team. We would like to thank everyone for making this transition. You are always welcome to give us a call – we are more than happy to aid you in taking advantage of this filing method.

Bingo / Raffle Financial Reports

Our office is committed to using our statewide reach to provide timely and accurate data to the bingo/raffle community. We use the information you provide on quarterly reports to publish two informative datasets on our website:

  • Aggregate revenue report: this report contains a "roll-up" of total revenue, expense, and profit data for charitable gaming in the state.
  • Revenue by licensee: this report contains similar information broken down by individual bingo/raffle licensees.

Our website currently contains reports for calendar years 2013 through third quarter 2025. Reports are updated quarterly.

Renewing a Bingo Manufacturer, Supplier, Agent License

Please remember: the Manufacturer, Supplier and Agent licenses expire on March 31, 2026. Applications/renewals must be submitted online. There are training guides available on our website as follows:

These licenses can be renewed any time after February 1 for the 2026 license year (Manufacturer and Supplier licensee filings must also have submitted their 1st quarter reports before renewals will become available). If you have any questions or concerns regarding accessing the system, please contact Shannon Bee at 303-894-2200 x 6406. New Manufacturer, Supplier and Agent applicants can also access the system for the initial submission of the application and creation of your online account at our website.

E-Filing a Bingo-Raffle License Renewal

If you wish to conduct charitable games of chance in 2026, you will need to renew your Bingo-Raffle license for 2026 before starting or continuing any games into 2026. All 2025 Bingo-Raffle licenses expire December 31, 2025. The Secretary of State's office encourages groups to file online. If renewing online, the licensee can access their online account and use the “renew” link on their account’s summary page.

Please do not create a new account as these filings will need to be rejected and resubmitted through your existing account.

When filing online, the system will only accept credit or debit cards; we do not have ACH or the ability to directly transfer funds from your accounts. The card, however, does not have to be linked directly to the bingo-raffle account. A personal card could be used (we do not retain any card information once the submission is made to our office) and then reimbursed from the bingo-raffle account (we will need adequate descriptions on the schedule A that the reimbursement was for a “loan” to repay the person using their personal card for this payment). Also, the group has the option of obtaining a prepaid card that can be loaded with the appropriate amount to cover the payment.

Colorado Charitable Gaming Board

With the passage of HB24-1326, the new Charitable Gaming Board was constituted, and held its second meeting on Friday, January 23, 2026. Audio from that meeting can be found at ColoradoSOS.gov. The Colorado Charitable Gaming Board collaborates with the Secretary of State's office in its regulation of the charitable gaming sector. All members of the public are encouraged to attend and contribute to this important dialogue. Please check our website for any updates regarding the schedule of upcoming meetings, prior meetings and for contact information for the current Board.

Quarterly Report Status

If a report is rejected, you will receive an email advising you of the rejection and the reasons for the rejected report. You will need to log in to your bingo/raffle account and make the appropriate changes and/or comments within the report. When reviewing a report, we don’t always go back to the previous report, so adding notes to the comment section on the totals tab could assist us in our current review. However, if you have any questions about the rejection, please contact our office. Please be advised that any response you provide via email will not fix the report.

When you are on the Quarterly Reports Summary page you may see:

  • In process = you are still working on this report
  • Rejected = needs correction and to be resubmitted
  • Submitted = submitted to our office to be worked
  • Resubmitted = submitted to our office to be reviewed
  • Amend = This is allowing you to make an amendment if necessary. This not requiring you to make an amendment to your report. Please do not amend unless requested/advised by our office after contacting our office

When a report has been submitted or resubmitted our system will notify you the report has been sent and you will get a receipt that you can email to yourself.

Games Manager Training

Your organization must have at least one certified Games Manager in order to run charitable games. We recommend licensees maintain more than one Games Manager. To support this, we offer in-person and online Games Manager training courses.

Investigator Tips

Each quarter, we include a few tips from our Bingo/Raffle Investigators. By sharing this information, we hope that licensees can better serve their customers.

Remember to Renew

One of the largest areas of non-compliance identified by Department of State investigators and inspectors each year is a failure to timely renew Bingo-Raffle licenses and also to post it as required specifically in C.R.S. 24-21-615(3). If you fall into this category, don’t wait until it is discovered during an inspection. Act now and renew your license!

As stated on each Bingo-Raffle license issued to an organization and also stated in the Colorado Constitution, Article XVIII, Section 2(2), all Bingo-Raffle licenses expire December 31 of the year that the license was issued. Please be sure that your organization has applied for and obtained the current year’s license, and that your organization is posting the current, new license.
