1. I’m trying to file an adopted rule, but the system won’t accept the effective date I entered. How can I resolve this?

The effective date must be 20 days or more after publication in the Colorado register (C.R.S. 24-4-103 (5)).

Both the Attorney General (AG) opinion and the final filing must be completed early enough to allow publication in the appropriate register. If these steps are delayed, the publication date shifts, which in turn affects the earliest possible effective date.

Publishing deadlines: Per section 24-4-103(11)(b), C.R.S., the Colorado Secretary of State is charged with publishing the Colorado Register electronically at least once a month. The Secretary has opted to publish the Colorado Register twice a month electronically and the publishing deadlines are set to facilitate the publication process. These deadlines have been established long before the rulemaking process transitioned from paper filing to e-filing. The system is programmed to compile the submissions for each register during the applicable filing period. These deadlines are hardcoded into the electronic filing system and cannot be overridden. 2. I received a "You are Blocked" error message. What do I do?

The "You Are Blocked" message can occur for several reasons, as part of our security measures to protect the agency from potentially harmful or malicious attachments. Common triggers include:

  • Embedded XML data.
  • Hidden headers and footers.
  • Watermarks or other hidden document elements.

To help us resolve this issue quickly, please email our office at rules@coloradosos.gov with the following information:

  1. Cloudflare Ray ID (found at the bottom of the error message).
    Please capture the entire screen, including the Ray ID, and attach the screenshot to your reply.
  2. Your IP address.
  3. The time frame when you attempted to submit the documents.

Our IT team will use this information to determine why Cloudflare flagged your submission and assist you in regaining access.
